省级国土空间生态修复规划编制探析——基于河南省的探索实践

摘要

在“五级三类”国土空间规划体系中，生态修复规划属专项规划。编制实施生态修复规划，对于生态修复工作的开展具有重要引领作用。结合河南省国土空间生态修复规划编制的探索实践，阐释生态修复规划的内涵、定位、特点，明确省级生态修复规划以维护国家生态安全、强化农田生态功能、提高城镇生态品质为目标，为市县级生态修复规划编制、科学开展生态修复工作提供依据。结果表明：以河南省为例，详细介绍了河南省国土空间生态修复规划的编制思路，明确河南省国土空间生态修复分区，依据“基于自然的解决方案”，对不同的生态问题提出针对性修复措施，科学谋划生态修复工程，制定规划实施的保障措施，提高规划的可操作性，以期为其他地区生态修复规划编制、生态修复工程规划制定等提供参考借鉴。

Abstract

Ecological restoration planning is one of the specialized plannings in the territorial space planning system of“five levels and three classes”. Establishment and implementation ecological restoration planning is very important to ecological restoration work. Based on the establishment of the ecological restoration of territorial space in Henan Province, the paper demonstrated that the content, positioning and characteristics of the ecological restoration planning, makes clear that the provincial ecological restoration plan aims at safeguarding national ecological security, strengthening the ecological function of farmland and improving the ecological quality of cities and towns, and provides a basis for the ecological restoration plans at the city and county levels and scientific ecological restoration work. The thought of ecological restoration plan at the provincial level is presented and the ecological restoration zoning of territorial space is put forward on account of Henan Province. According to the nature-based solutions, specific restoration measures for different ecological problems are formulated, and then major projects and supporting measures are schemed. In this way, it is hoped to provide a reference for the establishment of other ecological restoration planning and the formulation of ecological restoration engineering planning.
