    The management of state-owned natural resources is a crucial proposition for achieving the modernization of the nation-al governance system and governance capacities.In the light of the policy context established by the Central Committee to improve the management system for national natural resource assets,this research aims to address the practical challenges currently faced in manag-ing state-owned natural resources.By employing multidisciplinary theories from natural sciences,economics,and environmental law,a-long with empirical case studies of pilot reforms in typical provinces and cities regarding natural resource management systems,this re-search strives to construct an analytical framework that possesses both explanatory power and constructive potential.This paper first em-ploys the research methodology of historical institutionalism to analyze the driving forces behind the changes in state-owned natural re-source management.Subsequently,it deconstructs the theoretical logic underlying this management framework.Research confirms that current state-owned natural resource management faces several issues,including fragmented property rights registration,obstacles to property transaction,disorderly allocation of responsibilities,and irregularities in revenue distribution.To overcome these challenges and enhance the level of state-owned natural resource management-providing a legal-theoretical basis for ecological civilization con-struction-it is essential to optimize management content by improving property rights registration,refining the property system,clarif-ying central-local authority responsibilities,and standardizing revenue distribution rules.

    Building a solid green foundation for the development of new agricultural productivity is a definite rule for building a strong agricultural country.This paper constructed an indicator system based on the theoretical connotation of new quality productivity, analyzed the development trend of China's agricultural new quality productivity using provincial panel data from 2011 to 2022,and in-corporated agricultural finance into the analysis framework to explore the impact mechanism of agricultural new quality productivity on agricultural green development.The results showed that:(1)Agricultural new quality productivity significantly promoted green agricul-tural development,and this conclusion still held true after multiple tests.(2)The driving effect of agricultural new quality productivity on green agricultural development was influenced by the regulatory effect of agricultural finance.With the improvement of agricultural fi-nance accessibility and inclusiveness,the driving effect is significantly enhanced.(3)Heterogeneity analysis showed that in the eastern region,agricultural new quality productivity significantly promoted green agricultural development,while there was no significant impact in the central region.The western region showed a blocking effect and may have a positive U-shaped correlation;In the main grain pro-ducing areas,the new quality productivity of agriculture significantly promotes the green development of agriculture,while in the main grain selling areas and the balanced production and sales areas,this impact was not significant.

    Carbon emissions from the transportation sector represent a salient sustainability challenge in economic development.To examine the nexus between transport-related carbon emissions and high-quality economic growth,this paper utilized panel data from 11!provinces in the Yangtze River Economic Belt from 2013 to 2022.This paper constructed a comprehensive evaluation framework for assessing the level of high-quality economic development.The empirical analysis employed the STIRPAT model and the Spatial Durbin Model(SDM)to elucidate the relationship,underlying mechanisms,and spatial spillover effects between transport carbon emissions and economic development.The results showed that:(1)The relationship between transport carbon emissions and high-quality economic development followed an inverted-U-shaped pattern.(2)There was a significant spatial correlation between transportation carbon e-missions and high-quality economic development,and there was a spatial spillover effect.(3)Mechanism analysis revealed that high-quality economic development affected transportation carbon emissions through three ways:meeting transportation demand,optimizing transportation structure and energy consumption structure.

    The adoption of climate-adaptive technologies is of great significance to improving agricultural production efficiency, and technical training may affect farmers' decision-making on climate-adaptive technologies.Based on the survey data of 167 eco-nomic forest farmers in Shanxi Province,this paper constructed a decision-making analysis framework of"technical training-climate adaptive behavior"to carry out an empirical analysis of forest farmers' climate adaptation technology adoption behavior,and on this ba-sis,discussed the moderating role of knowledge dissemination and effect cognition,and classified the sample households into groups to explore the differences in the performance of technical training among different groups.The results showed that:Technical training had a significant effect on the adoption of climate adaptation technology by forest farmers,knowledge dissemination and effect cognition played a positive moderating role,and the impact of technical training on farmers' climate adaptation technology adoption behavior showed obvious heterogeneity among different farmer groups.It is necessary to continuously enrich the form and content of agricultural technology training,strengthen the publicity of climate adaptation technology knowledge,and provide personalized training services for different groups to strengthen farmers' awareness and guide them to adopt climate adaptation technology.

    Analyzing the influencing factors of the paradox between farmers' willingness and their behaviors of growing grain to pro-vide an effective decision-making reference for controlling the"non-grain"of cultivated land.Based on MOA theory,using 436 ques-tionnaire survey data of farmers in Changde City,structural equation model was used to analyze factors of the paradox between farmers' willingness and their behaviors of growing grain.The results showed that:(1)In terms of direct effects,external pressure,policies sup-porting grain cultivation,economic capacity,Information accessibility and technology mastery had a significant negative impact on the degree of the paradox between farmers' willingness and their behaviors of growing grain.(2)In terms of indirect effects,good endowment of cultivated land and policies supporting grain cultivation could have a significant negative effect on the paradox between farmers' will-ingness and their behaviors of growing grain through economic capacity;In an intermediary relationship,good endowment of cultivated land and policies supporting grain cultivation could have a significant positive effect on the economic capacity.(3)The combination of the three dimensions of motivation,opportunity and ability could provide a solution for the paradox between farmers' willingness and their behaviors of growing grain.
