摘要

莫干山地信实验室是自然资源部和浙江省人民政府共建的新型研发机构,主要使命是以时空信息赋能高质 量可持续发展为主线,开展科技创新与工程实践,支持联合国全球地理信息知识与创新中心,助力人类命运共同体 建设,支撑政府数字化治理,赋能数字经济发展。其秉承“顶天立地”的科技创新理念,对标国家重大发展战略, 确立了研发全球公共产品与治理方案、开展时空信息智能化创新及时空信息新质生产力三个主要发展方向,提出了 智能化测绘、先进时空计算、智能遥感、全球可持续发展等六项重点研究任务;根据部省共建新型研发机构的特点 与要求,努力构建创新高地,集聚创新要素,推动跨界融合,探索建立“联合-开放-流动”的运行管理机制。

Abstract

Moganshan Geospatial Information Laboratory represents a novel paradigm in research and development institutions, jointly established by the Ministry of Natural Resources of the People's Republic of China and the People's Government of Zhejiang Province. Its core mission centers on driving technological innovation and engineering excellence in spatiotemporal information sciences to accelerate high-quality sustainable development. As a strategic partner supporting the United Nations Global Geospatial Knowledge and Innovation Centre (UN-GGKIC), the laboratory contributes to building a shared global future, advancing digital government governance, and nurturing the growth of the digital economy.
Embodying the principle of “groundbreaking yet pragmatic” scientific inquiry, the laboratory aligns closely with national development strategies. It has defined three principal research domains: developing global public goods and governance frameworks; advancing intelligent spatiotemporal information systems; and enhancing new productive forces through spatial-temporal data integration. Six key research initiatives have been prioritized, encompassing intelligent surveying and mapping, advanced spatiotemporal computing, smart remote sensing, and global sustainability solutions.
Fulfilling the dual mandate of its ministry-province co-founded structure, the laboratory endeavors to cultivate an innovation ecosystem that converges multidisciplinary talents, promotes cross-sectoral collaboration, and pioneers a dynamic, open, and collaborative operational framework. This approach aims to position the laboratory as a central hub for transformative geospatial research and application.
